Cost to upgrade their 26000 desktop computers with Microsoft Office at $200 per copy is 5.2 Million dollars. Bet that Bill Gates missing sleep. But there will be some costs in going open source, but they are far less than sticking with proprietary software from MS. YOu see this trend to open source. I think it is just good for the open source community. It has happened in several cities in Europe. All of them have money issues.
