Probably the character encoding on the site is different from the one you have selected in your browser. :D ' apostrophes and quotes also generate these wierd symbols if they are from a different encoding set than the one you are using in your browser. Apostrophes can cause an encoding problem and will appear as "â€" when using conflicting code.
