Computer not shutting down

Recently I tried to shut down my computer but instead of shutting down, it just restarts. I went through the "Start" - "Turn off computer" and clicked "shut down" option. It states: "Windows is shutting down" and goes through the process but when it gets to the black screen, there's that little "blip" and then it restarts. Any ideas?

Use MSCONFIG. Disable all startup apps on the startup tab then reboot and see if you can shutdown then.
