Windows Update Errors 0x80072F8F & 0x8024402F
I recently rebuilt a Windows 2000 SP4 Workstation AMD 950MHz machine because of a failed hard drive. After the rebuild, using the same windows install CD I am now getting the following errors. Below is what I have done to resolve with out success and would REALLY APPRECIATE some help to resolve this.
Windows update will not work and returns the following error: (using IE 6)

Settings Verified:
As Per Article 326253 I have made sure the following settings are correct but still have the issue.
- Time & Date Are Correct
- SSL 2.0 & 3.0 Are Selected
- Trusted Root Certification Authorities Valid from 1/10/1997 to 12/31/2020.
- NO LIABILITY ACCEPTED - This certificate has expired in the Certificate Status box.
- My ISP Does not use Proxy Settings set to Automatic Detection -tried checked and unchecked
and internet works either way.
- Languages Set to English (correct)
- Use HTTP 1.1 and the Use HTTP 1.1 through proxy connections Checked
I have tried uninstalling and re-installing SP4, IE 6
I have updated the Windows Installer
I have re-registered the following files:

MSSIP32.DLL

I have disabled my firewall
Scanned and cleaned all spyware with Ad-Aware, SpyBot and Pest Patrol Windows Malicious Software Removal Tool
Deleted ALL %Temp%, System Temp and User Temp User Cookies & Temp Internet files, Cleared Recycle Bin
Short of rebuilding the machine from scratch, which I am not sure would work, I have no idea what to do next. Is there a place where we can manually download all the patches that would bring the machine current and then see if that would fix this issue?

I am not sure if this is a related to the above Windows Update issue or if they are both as a result of the same other issue, or unrelated entirely. Office started to do this before the hard drive crash but I attributed it to an unstable installation as a result of the hard drive bad blocks. Now I have no idea.
Office 2003 With and Without SP2 when I open outlook I am prompted to enter in the serial number. Doing so does not keep this prompt from re-occurring. I have uninstalled and re-installed Office and selected “Run All From My Computer
