Are you trying to install from Windows Update or by using the Redistributable version? If from Windows Update try downloading the Redistributable version and instaling from it.
Windows Backup tool does not support backing up to CD-r or DVD-r.
Just go to Start-> Programs -> Accessories- -> System Tools -> File ans system settings Transfer Wizard.
Just follow it step by step. It will walk you thru things and is easy to use.
