Try this - Right Click on Desktop and choose Properties>Desktop>Customise Desktop.

Nope, doesn't fix it.
Try not locking it.
Fixed it. Something to do with themes - I reset my theme and re-customised and now it seems ok.
Hey, I had the same problem with the taskbar settings not saving. It is indeed a problem with the themes, but just to set the record straight, you need to open display properties and SAVE the current theme. It should say "something (Modified)". Once I saved the theme, it was perfectly fine.
