Is there a basic difference between System and System 32 folders?

These folders reside (this is probably common knowledge) at the end of my path: C:\Windows\System (or System 32). I'm wondering why both or how they came to be. Was there a reason for not having just 1 folder called "System"
I've created my own website...a collection of moving, sad and happy and humorous poems which I would like to share with others. They come from stories my dad used to tell me when I was a kid. If you could glance at my site and if you know of others who might enjoy it and perhaps tell them of it, I would be most appreciative. Thank you. The System folder contains 16-bit versions of drivers and system files that may be needed for older applications.

The System32 folder and its subfolders contain the core operating system files.
