    PhotoImpact 7.0 can be found on the net for about $18. It is an excellent image editor. The ULEAD Animator 5 comes with it.

    It is nice to have a legal copy of my graphics editor.

    ulead gif animator to create the animations. it has a special edit option to use your favorite image editing program like photoshop.

    it will open all your images in photoshop for easy editing.
    you can also try this to edit each picture before the animation.

    Paint.NET is image and photo manipulation software designed to be used on computers that run Windows XP or 2000. Paint.NET is jointly developed at Washington State University with additional help from Microsoft, and is meant to be a free replacement for the MS Paint software that comes with all Windows operating systems. The programming language used to create Paint.NET is C#, with GDI+ extensions. Paint.NET has many of the powerful features that expensive commercial applications have, including the ability to use layers. This is the second semester that Paint.NET has been a project at Washington State University, and we have the goal of adding as much functionality as expensive commercial applications provide, but of course, for free!     Microsoft GIF Animator

    Microsoft GIF Animator is a handy tool that allows you to easily create animated graphics. It can produce attractive GIF images that are fully optimized for the web. No code is required. All you need are an initial set of GIF or AVI files, which may be created with any good graphics program. These files can be opened with simple drag and drops from anywhere on the file Explorer.

    Microsoft GIF Animator offers a wide range of tools for creating the perfect GIF. By default, the program assigns a 8-bit color palette to each of your images. Microsoft GIF Animator gives you the ability to load your own custom palettes, including a choice between four dither methods. You can also configure the width and height of the animation as well as all frame characteristics. Animation options also let you loop, spin, fade images and add trailing comments. You can also apply transparency background colors. At any point, you can preview a GIF in the built-in animation viewer.

    Finished images are saved in the GIF89a file format, which stores the information necessary for flipbook-style animation. Microsoft GIF Animator is free. It's a standalone application that's designed to work with Microsoft's Image Composer. Microsoft Image Animator receives four smileys.
