It all depends on what your friend wants from an upgrade. If getting a good 4x AGP card to try and run the latest PC games then I say save your money and get an 8x motherboard,8x AGP card, good ram(at least512mb),and faster cpu.If your friend has an older mobo that shares video ram with the system ram and the machine is slow because of that then if the mobo accepts an 4x AGP card they can be had cheap enough.
The definition of insanity is doing the same thing over and over again and expecting different results.

    $109 with a rebate.

    $169.99 Geforce 6600GT

I'd go that route if your friend can afford $278.00

If not, and he wants just a card:

    remember this:

AGP 3.0 spec says it is compatible with AGP 2.0. An AGP 8x motherboard must support AGP 4x video cards and an AGP 8x vid card must suppot AGP 4x motherboards.

If anyone makes a part supporting only 8x or not working at 4x then it is non standard. Also, the spec allows univrsal devices that support all speeds. So if you can't find a compatible mobo/vid card, blame the manufacturers, not the standard.
    Any of these *should* work:
