Remove the Security Center From Vista
Here's a way to completely delete Security Center from popping up at
the bottom and showing up in the Control Panel. I haven't noticed any
weird bugs after doing it either, anyways here it goes:
Make sure you set the proper permissions for the following files:
%windir%/system32/wscapi.dll
%windir%/system32/wscsvc.dll
%windir%/system32/wscui.cpl
Now, you can boot into safe mode, but I just disable Security Center
service and closed explorer.exe and from the command prompt i just
renamed all 3 files to have a .bak extension and logged off and logged back
in. And it was completly gone.
To get rid of Security Center showing up in services.msc fire up
cmd.exe and type in the following:
"REG DELETE HKLM\System\CurrentControlSet\Services\wscsvc /f" and hit
enter, reboot.

If you want to get rid of the security center popup in Windows Vista, the method above should take care of that for you.
