Do web sites pay Google to get a higher ranking?
I sometimes do a search & get sites with little or no info.

I don't think they actually pay google to get higher ranking. There are ways of making google think their site has the most relevant information though. I'm not exactly sure how it's done, but it has to do with hidden code on the page I think, that google sees, but we don't. There's also something to do with pages that are linked to that one, and links from that page. I'm sure someone here can elaborate more though....

metatags, keywords, content, and site links (sites linking to your site) all help improve your ranking. SEO, search engine optimization can also help.
