I wonder if this service does any validation checks on other software such as visual studio 2005 etc??

Well make sure your running the admin account, if vista, right click on the install file and choose run as administrator.
Error Description : Unable to install Windows Installer MSI file
Maybe your windows installer is corrupt, try reinstalling it with the following link:
http://www.microsoft.com/downloads/d...displaylang=en
Vista comes with framework 3.0, maybe you need to install 2.0 as well
