    Question Tracking an IP Address

My university email account was hijacked a few weeks ago. That person
figured out my secret question and hence changed my password. Well, the
university's security helpdesk sent an email to my alternate email, notifying me
of the change and gave me a log sheet of the date, the time, and from what
    ip address
    it was done from.
So, I used the website www.ipandroid.com to check where this ip address
was located. Turns out, this person lives in the same city as me. Now my
question is, given the user's ip address, is there a way I can track the name,
home address and what internet service provider this person uses?
    Thanks. Please help.

Contact your ISP and if the offender is on the same ISP they should take action. If not then they may be able to help you track it down.

I actually contacted the ISP because the offender is on the same ISP. They responded that they won't do anything about it just to protect the privacy of the person. They told me to contact the local police for that. My ISP refused to take any disciplinary action against this person unless I file a police report.

Bad publicity for that ISP might make them change their minds on that.

    What is IP address?

But definitely make a police report.. if anything it will force the ISP into making more effort into protecting all their users from being hacked/attacked etc from inside their network (they are responsible) ... if anything, they should ban that person.

I would also now, start changing ALL of your passwords on all your accounts and secret questions and answers!!

If they got one, you dont know what else they know...

Do you even know this person? Bad boy/girl friend experience? Your secret question wasnt "What is your name?!"

Nope, totally don't know this person. The location of the offender doesn't even ring a bell.
