Welcome to Techzonez.
First thing you need to do(if you haven't already), is run a virus scan ?
That error message you are getting is similar to an error caused by one of the W32/Lovegate worm variants, and system restore can't remove viruses.
If your machine is virus free try the following:
Go to Start > Run, and type in sfc /scannow (remember to leave a space between sfc and / ).Then hit enter.
This will scan for corrupt or missing files. You may need to pop your XP CD in during the scan.
When the scan has finished reboot.

Welcome to Techzonez J Ram........
You may want to look at this Microsoft Knowledge Base Article - 192806.......
The way I am seeing it the file name should be "sysdm.cpl". I ran the above from the DOS prompt and got the System properties window. I checked in my System32 folder and did not find a file named "sydm.cpl".........
