Lightbulb How to edit theme colors?

So you only get three themes in Windows XP-Blue, Olive, and Silver. And editing the colors doesn't change the blue or olive or silver (gray) unless you run in Classic mode, at least it doesn't change the 3D title bar and the task bar. (It does respect your changes to a few things like the menu colors.)

So how do you go about creating your own theme schemes? I know I can buy Plus and get more schemes, and I can acquire themes others have put together, on the Internet. But am I missing some easy way to create my own simply color scheme? I don't want go mad with graphics and sounds, just change the dang colors.
