Because of the date -- that's the only one I ran that day, and the exit code=0, aka successful. The stand-alone file is for xp, not vista. and since I'm clueless as to when this went blooey, system restore is out.

Solution: I reinstalled Vista. winsat works just fine, but when I right-click the desktop and select personalize, nothing happens. Can't open it from Windows Help, Control Panel. Can't find the desktop control panel in system 32. wtf?
Do you have to "run as" Administrator?
Dunno. But: I extracted 101.xml from themeui.cpl.dll, and if I copy the applet to the run box, I can access and change the desktop settings. Also, regsvr32 can't find the entry point for themeui, even in a "restored from previous version" copy.
Go figure.
It sounds like something went missing during the re-install.
Yeah. My sanity. My workaround: I copied the commands from the XML file and created shortcuts, which I've placed in the admin tools shortcut folder on the start menu. So I can access most functions, but not the "customize desktop icons" applet.
Every other posting I've seen on the subject has to do with a problem with nVidia drivers, but mine's a Mobile Intel chipset driver.
Gee, that is a weird problem... are there newer drivers that you can install? or perhaps different O/S versions like XP or Server2003?
The reinstall fixed it.
