Question: I have downloaded Tweak-XP™, but the installer or Tweak-XP™ gives me an error (unable to register components, or: system files are missing. How do I fix that?
Answer: you must download some additional system files required to execute Tweak-XP™. Usually such system files are part of Windows® XP, but if for some reason the system files were removed from your system, you must reinstall them. You can download the system file pack from here:

I meant server. What build is your Windows Server 2003. :D Also,
have you restarted after you installed TweakXp .net?
Just checking.
Honestly, when I used it, it worked fine.

You can install tweakUI. It works for windows Server 2003.

One more thing,
Did you try the
start, run, msconfig and then choose diagnostic startup?
That loads basic devices and services.. let me know if that speeds it up.
One Last thing:
Go to Control Panel -> Administrative Tools -> Local Security Policy. Browse to Local Policies -> Security Options.
On the right windows pane, scroll down until you find Interactive logon: Do not require CTRL+ALT+DEL, double click and then select Enabled (as shown in the screenshot)
Try that. It will speed up the login. You don't have to hit CTRL+ALT+DEL and it will take you straight to your desktop.
have you tried editing your BIOS to improve boot times? Perhaps use the Quick boot function in your BIOS? How about making sure your HDD is the first device to boot?
