I am using IE 8, Outlook and XP. about 3 months ago I installed IE 8 and since that time, adobe Flash has refused to download.

There may be a corrupted version of flash already installed.
Follow the instructions here to uninstall flash:

Then restart your machine and download the latest version from here:
http://get.adobe.com/flashplayer/
I uninstalled adobe and restarted my machine and reinstalled adobe and still no adobe
Clear your browsing cache.
Go to Tools > Internet Options. On the General tab click the Delete button.
Download the offline installer from Adobe http://www.macromedia.com/go/full_flashplayer_win_ie
Close IE and run the installer.
When it has installed reopen IE.

Go to Tools > Manage Add-ons > Enable or Disable Add-ons.
Is 'Shockwave Flash Object' in the Enabled list.
Shockwave is not in list
Navugate to this location:
C:\WINDOWS\system32\Macromed\Flash
Inside that folder look for a file ending in ....FlashUtil.exe (or similar)
Click on that file and it should update your flash and fix any missing files.
Restart your computer when done.
All that file did was uninstall adobe flash - it didn't reinstall flash at all
When you say Flash refuses to download, what error are you getting.
Could you copy and paste the link to a specific site that you visit that requires Flash.

Go to this page http://www.adobe.com/software/flash/about/
it will tell you what (if any) version you have installed.
If it says no version is installed it should give you the option to install it.
It says that flash has already been downloaded but it still doesn't work and it is not in the list of all programs !!!!
what if you download ccleaner and run the registry scan on it and do a system cleaner.

I have uniblue registry booster already on my machine - will it do the job or do I need filehippo ???
filehippo is just the site to get the tools. I feel that ccleaner is a must have. cleans out temp files and fixes registry errors in one free app.
I downloaded and used ccleaner & still nothing

Did Ccleaner find a lot of redundant/corrupted files when you ran it?
If it did, presumably you did delete them. One of the things Ccleaner does is removes files,etc that are incorrectly installed/registered. When you open Ccleaner click on the Registry button in the left hand pane and then click the 'Scan for Issues' button at the bottom. When it has finished analysing the registry click the 'Fix selected issues' button. It will ask if you want to backup the registry. Choose Yes or No (its up to you).
After doing all the above, try installing flash again from here http://get.adobe.com/flashplayer/
When installed find out what version you have here http://www.adobe.com/software/flash/about/
When I install Flash - I get the error message that the instalation has failed !

I reinstalled IE 8 and still nothing so now I will work on Adobe troubleshooting
adobe trouble shooting said to try Flash on Firefox and it worked - does help you any !!!!!
Go to Control Panel > Add/Remove programs and delete all references to Adobe Flash. (Normally 2 entries listed as Flash Player Active X and Flash Player Plugin).
When you have tried to download flash from here you say it will not install.

What error exactly are you getting that tells you it isn't installed?
Note: make sure you are using IE when installing it from that link above and not running Firefox at the same time.
Now I am not getting a error message !!!
I deleted both the adobe flash programs and re-installed adobe flash - in the list of installed programs there is no size associated with adobe Flash
There will not be any size listed because it is basically just an active x plugin.
So is Flash working now or not?

Well flash is definately on your system because it is listed in Add/Remove.
Open IE and go to Tools > Internet Options.
On the Security tab click the Custom Level button.
On the Custom Settings drop down menu select Medium and click the Reset button. If a warning message appears click Yes.
Then click OK > Apply > OK.
Close IE and reopen it.
Now try a flash page.
I reset it to medium but when I re-open IE the setting is back to Medium-High

Presumably you have antivirus installed. It may be an over sensitive anti virus causing a security problem that is preventing flash from being utilised.
Temporarily disable your AV and try the flash sites.

I know you said previously you are worried about editing the registry but if you create a restore point first you will have the peace of mind that you can recall the restore point if it doesn't fix it.
To create a restore point go to Programs > Accesories > Sysytem Tools > System Restore
In my manage add -ons window - adobe flash is not listed
Good work Rev, I wonder where Don is from, perhaps it could be a starter edition of windows, or some regional issue.
Im assuming they have exited IE before trying to install Flash. I would try the full uninstall again, and then just go to adobe.com/flash and theoretically it should detect the missing activeX and pop-up to allow the installation.
Also, is there Spybot running with the IE lockdown.
Very interest case though.
