I've read about the fixes out there but what can I do when safe mode reboots endlessly (all modes) and it won't even get into bios. It's asking for a password that I never assigned.

looks like its time to restore that image you took before you tried to install sp3 ;)
I never made an image. It's my mom's computer - just email and hospital website.
So now the computer is useless. Bill owes my mom a computer
system restore. SP3 should have made a restore point prior to installation.
Re-download SP3 from here and reinstall.
how am I going to do a system restore when it also crashes and reboots in safe mode?
Boot from the CD and carry out a repair.
I finally got into bios. I ran repair but the damn thing went on a reboot loop again several times so I let it go then finally a blue screen came on with a windows dialog saying: "the system is not fully installed. Please run setup again"
So back in repair mode:

Unplug any unnecessary peripherals prior to setup

Tried to install in regular mode and safe mode with all peripherals unplugged but I get, "SP3 - ACCESS DENIED"
