Try this:

Close OE and IE.

Go to Start > Run. Type in "C:\PROGRAM FILES\OUTLOOK EXPRESS\MSIMN.EXE" /reg (include quotes and make sure to leave the space between the last quote and the forward slash). Hit OK.
