Funny, after I posted, did exactly what one of the guys at CNET did...
Looked closely at the error message, and finding no such subdirectory
or file, added the subdirectory the message quoted, and an empty
text file "machine.config". Solved the problem.
....BTW.. have long since disabled indexing service, who needs the
hard drive churning all the tie?

SFC /scannow ran fine per information on Link but didn't help. Did not try disabling indexing service. Went to erroe message pointer C:\WINDOWS\system32\URTTemp\config\machine.config and found no machine.config and no folder (config) preceeding it so tried just putting in the config folder and leaving it empty and so for the error message has not returned. Thanks for the suggestions. They got me out of my rut and thinking in a new direction and it seems to have worked
