Do I wish to Debug?

... and if so how? The error below has been occuring often since I changed ISPs to cable-based. Past attempts to say 'yes' have lead nowhere.

I have put up with clicking 'no', just as I put up with clicking 'close' on recent pop ups. I don't know if the two are related and if they are ISP related.

TIA for any help to a newbie.
