You can use Photoshop, Paintshop, or even the GIMP AFAIK.

They should be able to handle .TGA files.

The GIMP is free, works in Windows and Linux. And opens the following file types:

File formats supported include gif, jpg, png, xpm, tiff, tga, mpeg, ps, pdf, pcx, bmp, and many others.

With the GIMP you can edit, view, add to, crop and use 1000s of different other tools with all sorts of image files.
