I sounds like it is a problem with the computer in question and not the network. So there is no reasion to fool with the network. So first thing to do is to go into the commad prompt of the faulty computer and type
"ping localhost" without qoutes. There are several ways to get inot command prompt go to run and type cmd or go into the start menu/all programs/accessories/command prompt.
