if you got a reply from localhost that means your computer can ping itself. That is very important. That means that the nic is working correctly. That also means the drivers are installed. The things to check are, yes cables, but also to see if your nic has been disabled. Because you can ping localhost while the nic is iinstalled but disabled. So go into device manager and see if there is a little red x next to your nic driver icon. If there is right-click the nic and enable it.

Edit: Actually come to think of it just incase replace the nic with the one from the working computer with the identical nic, but only if all else fails.
