have you tried any other mail client?

Have you tried creating a new account with outlook and logging into the mail server and then fetching the mail?

Are you getting any errors in your error logs?

Are you sure when you set it up on the fresh windows XP install, with outlook, that your mail settings were correct?

Does the new XP have SP2 installed on it? Is the firewall active?

Could the server have some kind of setting limiting the number of emails you can retrieve at any particular time? That is about the only other thing I can think of.

If you tried this with several clients and they all are experiencing the same effect, then it might be the server config???
