Why would the "backup" prompt be missing from my windows XP system tools?

The process is only available for Windows XP Professional. Is the machine XP Home?

If you have XP home it doesn't install by default, you can add it to Home or repair the one in Pro.

Put the XP CD (Home or Pro) in and Go to Start> Run> and type in D:\Valueadd\msft\ntbackup, D: being what ever letter your CD drive is. A wizard will pop up and install the backup utility.
