try removing cookies, temp files.
Try resetting IE settings.
Try disabling firewall temporarily.
Try disabling Antivirus software.
There are many reasons for the update to fail.
I've recently, due to not having a win98 cd on hand had to install windows ME on my computer after somebody did god alone knows what to screw with the system kernal. Anyway I have ME(i'd picked it up from a friend a few years back when he upgraded to xp) and after installing dx9, wmp9, and IE6 from backup cd I went to update the system itself. Windows update comes up and will let me select material, however when it comes time to download nothing happens(but its not stalled) and when i click cancel i get the ever annoying illegal operation window(or rather me's equivilant, basicly a giant middle finger and a close button).
How do I fix this?

I'd already done all that and since nothing else seemed to work I went over to a friend's since he keeps alot of my backup material and found a backup copy of my 98 cd(the win98 directory plus a few things I find to be handy to keep in a backup cd, avg, tweakui, firefox and thunderbird, flash and shockwave, java, ect ect).

Sounds like there is a brower problem check out this link and see if it helps you out Microsoft
