Why did I get this system message?

I have a picture file...jewel.gif I did a search forl it recently and the following was found:

    wedJewelry.jpg C:\Documents and Settings\<username>\Local Settings/Tempoeraryl Internet Files

    jewel.gif C\Memorex-1 Rev\My Saved Pictures 73kb gif image

    jewel.gif My computer

OK. Re the first item, when I clicked on the picture's icon, I got this message:

Running a system command on this item might be unsafe. Dol you wish to continue? YES NO

Why might it have been unsafe to run a system command?

I've created my own website...a collection of moving, sad and happy and humorous poems which I would like to share with others. They come from stories my dad used to tell me when I was a kid. If you could glance at my site and if you know of others who might enjoy it and perhaps tell them of it, I would be most appreciative. Thank you. The address is www.metrocast.net/~wumply/exper-1.html

It's usually not - you just get that message when you try to work with stuff that is in the Temporary Internet Files Cache.
I'm using Windows 7 - you got a problem with that?
