Whenever I sent an email with a picture attachment I get an error window but there it does not state what error (see attached pix). I find this weird because I have no problem sending out emails with a text file attachment. Anyone has any ideas?

this might be related to one of the security settings in Outlook's security tab...
tools/options/security... I'd try unchecking one of those options and see if it corrects this problem...
Also the mail server may also prevent sending of images (depends on teh server)...
One of the recent Windows security issues, is the opportunity to embed executable code within an image. It is possible that your message is being blocked by your isp as a method to surpress this practice.
This might be an excellent time to try Thunderbird. Download

Thanks guys. I'll try tinkering with the security options.
I think I found the solution.
I deleted all the files in the Sent folder and housekeep my Inbox. Then I did a clean up using the OE function. Now it's running fine.
