desk.cpl
Would someone with a properly functioning copy of Vista's desk.cpl upload it? I don't know if my problems are due to a corrupt file, meshuggenah registry or verklempt driver, but a fresh copy of the cpl is one way to narrow the possibilities.

Have you tried the "sfc /scannow" command. This will replace any damaged or corrupt files.
Remember to leave a space between sfc and the forward slash.

Ran sfc /scannow. Rebooted. Still doesn't work.

Fixed! The reason it didn't work: I had hidden it. Major oops.
