Outlook Express - Error Number: 0x800CCC18 - Will Not Receive Messages

So, I registered a new domain name and set up two e-mail accounts to use with Outlook Express. I've set everything up and both accounts will send e-mail, but will not receive. When I check the box for password authentication it gives me this error:

Unable to logon to the server using Secure Password Authentication. Account: 'eBay', Server: 'mail.twok3ebooks.com', Protocol: POP3, Server Response: '-ERR Command not implemented', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC18

Basically, extremely annoying, because I have everything correct and have no idea what could be wrong. I'm awaiting confirmation e-mails and, of course, would like to be able to use the account to receive e-mails and not just send them.

Any help would be great!

On the Servers tab of the mail account properties.

Untick "Logon using Secure Password Authentication" and tick "My server requires authentication".

Click Apply and restart OE.
