XP won't shut down

I can't even force a shut down through the task mgr. It doesn't give me any errors or lock up, it's as if I'm clicking on a shortcut to nowhere: it just does nothing. I can only shut down improperly with the power button. Any ideas as to what might be causing this? Thanks.
