I found a good discussion on this problem on another (techtalk)forum. Be sure to read all of the thread. The best suggestions and claimed solution come in the 2004 postings. The most interesting suggestions to me, were rebooting the modem and the router and setting MTU to 1492.

Actually EFC, it's completely different than that. I did get it to work after posting to 4 or 5 other computer help forums and never getting a working answer or an answer at all.
I ended up reinstalling Windows again, when I did that it still didn't work. I did Windows updates and after I rebooted it all worked again.
I got 2 responses back from MSN today talking about cookies and cookie settings so maybe if this happens again I will try those.
