I think skinning and graphics are the theme of subdreamer. I think that is its speciality. Whilst Virtuanews also allows for skinning, I think subdreamer targets the skinning and theme crowd.
Subdreamer is more expensive to own compared to virtuanews:

VirtuaNews Owned License - 100 USD
Purchasing an owned license entitles you to use VirtuaNews for as long as you like on your website, you will be able to access the members only area for a year after you purchase your license, after that you will no longer be able to receive support or download updates, unless you renew your membership for another year (currently costing 40 USD).
I dun't really know how updating works for subdreamer... but if it is 125 with free updates, well it's quite obvious what way you want to go. You'll have to check in on that yourself.
I think both will work with IPB.
but I am not sure, might be a good pre-sale question.
